Galway Circle maintenance

Goals:
Provide limited maintenance services above and beyond what the city already performs.

Description:
LPENA does not plan to perform major upgrades to Galway Circle. Nearby neighbors prefer it be left as is, and experience with similar projects is it takes a lot of work to properly maintain major vegatation improvements.
